Over the last 20 years, James has worked in information security management and research across academic and public health sectors in the UK and as a CIO and CISO within the Australian government. James is an active member of GFCE Working Group A: Cyber Security Policy & Strategy and a Chief Investigator for the Post-Quantum Cryptography in the Indo-Pacific Program. As Head of Research and Capacity Building, he leads the OCSC collaboration with the University of Oxford on the Cybersecurity Capacity Maturity Model for Nations (CMM) and collaboration with partners for capacity building activities.”

James is a regular invited speaker and panellist on cybersecurity policy and strategy which has included: Universities of Oxford and Chicago; UNDP and UN ITU; Asia Pacific Telecommunity (APT); World Bank; George C. Marshall European Center for Security Studies; Daniel K. Inouye Asia-Pacific Center for Security Studies; The Asia Foundation; Pacific Forum; and the Asia Pacific Region Internet Governance Forum.

As Head of Research and Capacity Building he leads the OCSC collaboration with the University of Oxford on the Cybersecurity Capacity Maturity Model for Nations (CMM) and collaboration with partners for capacity building activities. At the invitation of host governments, he has successfully led and co-authored CMM reviews for Samoa; Tonga; Vanuatu; PNG; Kiribati; Federated States of Micronesia; and Tuvalu. This work has involved joint missions with partners such as the ITU, APT, Asia Pacific Network Information Centre (APNIC) and World Bank. Through this work James has contributed to the 2021 revision of the CMM.
